I am interested in the AMTECH S1000 Boat Winch. I have seen some comments this is not to be used for hoisting?

I wish to mount this vertically the cable to go upwards, through a pulley that is secured and then down to webbing straps either side of a fence panel. Winch the fence panel 6` above the ground and then lower in between slotted concrete posts. Panel weight approx 50kg.
