Hi Diane, is your existing coving emulsion painted? If so, you can wipe down with sugar soap [available from any DIY outlet] then repaint with emulsion using an angled 1.5 or 2 inch paintbrush (G4400/ G4405) and I would recommend masking the edge of the coving with Amtech blue performance masking tape W8140.
