Hi Mike, the L2235 30cm quick release extension bit holder only holds quick release (quick change) bits with the longer QR shanks. The standard short 25mm 1/4″ hex. bits are designed to go into a magnetic bit holder as you have found. I will amend the web description to clarify this, so to answer your question, yes this is normal and would occur.
